there's two philosophies on the 'empty' houses in a chart ...
one, you don't have to really pay much attention to them, and others, you have to pay more attention to them.
while i for one would look at the chart in various forms using various house systems to find out if the houses are truly empty. often if you were to run your chart say at
www.astro.com where you can get a free chart in a variety of forms, your chart could change. for instance, from the placidius system, pluto is in my first house, and in koch, its in the second ... which one is right? they both are ... to understand what the chart means, you must understand the philosophy and purpose behind the different house systems.
the equal house system, for instance, has to main forms -- an 'environmental' chart, based upon the fixing of your ascendent, and the 'destiny chart based upon the fixing of your mid-heaven. often then you may find planets in houses that you would have never seen before.
think of the houses like a home ... where a person buys a house and some of the rooms start getting filled up with their stuff. the kitchen would be like where the sun is located, because the kitchen and the sun always have to be there!! then they get married, more stuff in different rooms. then children, more stuff in other rooms ... some of the rooms are occupied and in the experience of the person, but its not "their" stuff. empty houses in a chart can be like the kids' rooms or the spouse's office. part of you, but your focus isn't there, nor does it necessariliy have to be, unless it does ... in which case, that is reflected on a progressed or a transit chart. after a while, the kids move out, and the house becomes empty again ... there was experience with that realm of your chart, but now you may experience something different.
i find that the areas in life represented by the houses that are 'open' or 'empty' tend to have more dynamics, e.g., they change more frequently than the areas of life which are anchored with planets. with an 'empty' 10th house, it may just mean one of the following ... you have a lot of options and will experience a lot of those options in your life time, especially if the sign on the cusp is mutable. but say you have a fixed sign on the cusp, you may just have 1 career for 40+ years, but that is not where the focus of your life is ... perhaps you spend more of your time and energy on the family, a hobby or other interest.
that's how i view empty houses.
