wow ... poverty, that's a huge issue ... and because it falls into the realm of a 'spirit' its really hard to say how that would be reflected on any one person or corporate entity's chart.  everyone has poverty on one level or another, how it is expressed is another story that cannot be seen without looking at the entire chart in totality.

there's so many forms of it ... collective poverty, institutional poverty, emotional poverty, spiritual poverty, personal poverty ...

if you are talking about an individual and their personal poverty, i would start by looking at taurus, pisces, aquarius ... but there's so many things that are coming to my mind on this subject.  as for planets, i would say the planets associated with those signs as well ... venus, neptune, jupiter, saturn & uranus.
