Will i be able to master myself in astrology?, Mysticism, reading, forums, Numerology, Sun Signs, Divination

Hi Learned people,
I am self learning astrology with the help of different books and astrology forums. The books which i am reading are BPHS, Saravali, Secrets of Ashtakvarga and Phaladeepika. I would like the learned people to please look at my chart and tell that whether i will be able to master myself in astrology? My birth details are as under:-
DOB :- 17.04.1976
TOB :- 04:27:30 AM
POB :- Mirzapur, UP, India
82E35 and 25N09.
I will post my readings on this forum to the members requesting for readings. I will request all the members to give their views on my readings, whenever you all get time.

Where did the 30 arise from?

In the "TOB :- 04:27:30 AM"?

Cesium has been a very significant central theme in my current lifetime and I do not believe that the cesium clock was in use in 1976 when you were born!

Please Elaborate!
