Google to find out what is the daylight saving time for particular places mentioned by you....
numbers mentioned by you shows by how many hours time is changed during daylight saving....
Is it added or reduced

Both places had Daylight Savings in effect.
Normally the Standard Time zones for these places are:
8 and 5 hours behind UT (Universal time, greenwich time)
During Daylight savings the zones have the clocks advance by one hour so the stated time would be 7 and 4 hours behind UT/GMT
If this is making absolutely no sense, the handwriting is on the wall, dear! You need to brush up on the basics before you start playing around with different time zone charts. A ONE HOUR error can be seriously misleading and trust me even advanced professionals make those mistakes and publish books with errors which they have had to retract and correct in the subsequent editions :-)
