The effects of one planet on the other is more pronounced in the birth chart, I would say.
So for instance, Venus and Mars conjunction in a horoscope in an appropriate sign (Aries / Scorpio / Taurus / Libra) would give a strong interest in sexual matters.
But transits of the two planets in these signs would not cause the same: transits are applicable to the whole of humanity, after all and we can't expect them to such kind of effect on everybody.
As far as I know, transits of planets are not said to have all the same effects as they would have in a birth chart.
