To me it appears that both the statement are quiet contradictory to each other.
I should not be mistake, and stands corrected, I believe that there none other than GOD who is great. In such a situation, I firmly believe that all astrologer are bound to make mistake at some point of time. Vedic astrology is considered to be divine science, that means it is created by GOD, which is always infalliable and there is no way Astrology would go wrong.
Hence, with due respect to your thought and views, I am of view that Astrology being a subject in itself can never be wrong. No subject in the world be it science , arts , commerce or language was ever wrong. So is Astrology
A similar argument came up with a friend few years back. I simply asked my friend to give me one example where astrology went wrong. Till today, he never came with an answer which is very convincing to me . The interpretation by the Astrologer can be proved wrong. It is perception of the astrologer which gets dented because of the limited knowledge one possess. Perception and understanding varies between individuals and hence the knowledge of astrologer on the grasp of the subject of astrology would accordingly vary . The problem with current day astrologer is that they think they are supreme and know everything in world and their ego overtakes them and thus giving room for many in the world to redicule the divine science. Astrology is such a huge subject which covers every sphere of the universe and has no limits and has infinite boundaries. None other than God can say he has touched the boundaries. Astrology is infalliable.
Let us take the yet another example of Benazir Bhutto. The horoscope of her was drawn at the time when she was born. It was the problem of astrologers who were not able to get proper timing . Still astrolgoer are fighting about the correct date of birth. Just because Natwar Singh gave the timing does not mean it is correct, that was one of the reaction I received from an astrologer. But She was destined to die on that particular day because of the certain planetary influence,which cannot be changed in any means. None can prevent it. Thus timing of her birth and death was pre destined , according to the planetary postion which can never change and thus goes to prove astrology is correct and it is only astrologers who tend to make mistake either to due improper information or because of certain other factors.
I hasten to add, that it should not construed that I am undermining the various experts in the field, I always bow to the greatness of all such stalwarts who possess such a vast Knowledge. Incidentally, I wish to say, in this Kaliyuga, no astrologer in this world is anywhere near to the greatest of Saints ,who were instrumental in deciphering this subject of astrology in an understanable manner to human race of the modern world.

No dear friend, the two statements are not contradictory
The first one is saying exactly that all the rules and combinations given in the body of jyotish do not work, hence astrology is not perfect or always correct.
The second statement is saying that astrology's perfection or imperfection only gets expressed or becomes visible through the astrologer when he or she applies the rules and finds them flawed.
I do not understand why you should assume that all "subjects" cannot be wrong! There are plenty of examples all over the world where subjects have been not all correct. Examples include: economics, meterology, alchemy, science itself in all its limbs! That is why textbooks change over editions as the subject grows. Anything that GROWS cannot be perfect or fully correct! I hope you see my point now...
