I kind of guess what you are referring to but don't want to speculate too much. Why not give us a bit more insight into the chart or example that brought on this question of yours?

Jyotish may not be a science but modern jyotishis on the internet seem to be modern individuals with a scientific mind and like to work for the most part with blocks of reality and not too much imagination that tends to block reality

And to be fair, not just jyotishis but at the very least other astrologers and palmists too!

So many planets being in demonaic nakshatras means that he/she is ruled more by earhly desires... is the general answer.

The Vimshottari dasas ruled by such nakshatras would seem to give this mentally.

This is if you are speaking in terms of Vedic astrology and not Western.

Like Rishiji mentioned, the nakshatras fall into 3 groups - deva(god), manushya(human) and rakshasa.

So, the main planet that must be seen is Moon which signifies the mind and like Rishiji mentioned, if Moon is in a Rakshasa gana, you would be materialistic and demand lot of sensual pleasure.
Basically, you are lower in the scale of spiritual evolution.

As far as I know, this is mainly seen to match horoscopes and does not mean anything for other reasons.
