The right chart is always a true depiction of the true self. All the tweaking that is done is nothing but destiny.

However the tweaking is not recommended because most of us are barely able to guide ourself properly, the thought of trying to shape another one's future even before they are born. Moreover, one cannot plan for all contingencies.

RishiRahul= Any human would want to give birth to a child with a good life. He aims for that by trying to fix a birth time. There is nothing wrong with his trying, but destiny finally decides. But it is wrong when the native tries to strongly manipulate with destiny in a crooked way.
Do not ask me to elaborate. If we hear the story of how Maharshi Parashara supposedly tried to we will get the answer.

A one second delay at a busy traffic junction, can alter the lives of a million lives in one way or the other. Try that.
