Transits are reckoned from natal moon. The mention of houses as being favorable or unfavorable from this position of moon is irrelevant as not all the planetary influences are good or bad at a particular position. For example Sun is good when it transits in 3rd, 6th, 10th and 11th houses where as Mercury is good at 2nd, 4th, 6th, 8th, 10th and 11th houses from the natal moon. In the same way each planet has certain specified positions at which it gives good or bad results.
Results do get effected according to the transiting sign for example at 5th position from the natal moon the Sun does not give good results, but if moon is in Sagittarius, 5th position from it will be Aries, and the Sun would be exalted in Aries, hence there would be lessening of bad results.
The significations of the house in which the transiting sign of a planet falls are affected but the effect would be according to the disposition of the planet in the chart, its distance from natal moon and the transiting sign.
Saturn is given importance in transits because of two reasons one because it stays in a sign for about 2.5 years and its effects are long lasting whereas Jupiter only stays for an year or so, secondly mentioning Saturn is somewhat like mentioning doom, it creates sensation on which scores of roadside astrologers and these days many TV channels in India, thrive (but the fact is quite opposite to what is made out, Saturn is the most beautiful, powerful and loving planet of the solar system).

Dear Rajeev,
Really appreciate the time you took to explain this to me. Your explanation was very helpful and lucid.
May I ask transitting of which houses from natal moon by Jupiter give good results? Since Jupiter will be transiting its own house from Nov, is that good, if Jupiter is placed well in the horoscope?
Is the transit effect of a planet proportionsl to the time it spends in each house or do other facts determine the importance of the transit too?

Jupiter is benefic in transit in houses 2nd, 5th, 7th, 9th and 11th from the natal Moon. For transits to be effective, the period of the planet as per Vimshottri dasha (there are many types of dashas, Vimshottri system is one of them, I can say only about this system as I have not studied other systems as yet) should also be in progress.
There are host of other factors, besides those mentioned so far, in correctly analyzing the transit. The transiting planet’s position vis-à-vis other planets is taken into account. Various types of vedhas (obstructions) come into play. Transit, in fact is a very vast subject and of course very interesting one as we come to know how the planets, millions of miles away from us, play with our lives.
Rishi Parashar told us the system of Ashtakavarga for transit (and other delineations). He said, why a transiting planet’s position should be taken into account from the natal moon only, why not from other planets as well. According to him the planet’s position should be taken into account from six other planets (Rahu & Ketu excluded), from itself and from the lagna, making it a total of eight, hence Ashtakavarga.
