Dear Sir,
The debility of Mars des not get cancelled because it is Vargottama.
Vargottama relates to quality of a planet.
A person with 4th. Mars in debility faces disturbed home life having sudden disturbances( That is when the 4th. Mars does not have any aspect), though he is fond of home. The person is generally rigid and becomes tough hearted. He never quite settles down in life; or he never feels settled in life, particularly regarding home affairs.
The vargottama status gives his rigidity a better quality, that is, probably the rigidity, according to the mind of the native has a proper reason to be rigid.
A reply would be appreciated, with your thoughts shared.
Thank you,
RishiRahul

Rishi,
Not quite the confirmation you might have expected or from the quarters it is coming from!
My 2 cents? My vote would be for vargottama (same rashi in rashi varga and navamsha varga) to indicate CONFIRMATION! Reinforcement, if you will!
If the planet is not in a good place in rashi varga, similar situation in navamsha would intensify the negative. And astrology NOT being math, regardless of what some doyens tend to imply or even state, in astrology two negatives do not produce a positive!
I am sure this will get people upset who will then try to throw the situation of vipareeta raja yoga in my face!
The confusion, uncertainty and debate continues! That is why we keep coming to this wonderful forum ...!

Respected RohiniRanjanji,
I do feel the need of confirmation from the 'unexpected quarters' as you mentioned.
You just spelled out the word which was not quite coming out, and I had to try to explain in sentences.
Again do you discount the qualitative factor of vargottama as I mentioned. Of course Vargottama will add to the natives rigidity ( natural quality of Mars too)?
Respectfully,
RishiRahul
