Dear Shruti,

There is no absolute good or bad placement for any given planet. The only thing that can be said as per Brihat Parashar Hora Shastra* is that such a mercury (particularly if alone in 7th) will be a strong indicator of 7th house matters in such a horoscope.

What those indications will be will depend on several factors.

Is mercury a functional benefic in the chart, meaning thereby, is it ruling over benefic houses, mixed houses or malefic houses.
What is the strength of such a mercury and its quality
What kind of supportive or obstructive influences is the mercury receiving
Is it forming a good or bad yoga
Is it in a sattvik, rajasic, tamasic state
Is it in dignity and good or bad awasthas
What is its lunar nature and linkage
and a few other considerations including karakattwa, ashtakavarga, retrogression etc

After due consideration of those factors, one would then proceed to determine if the mercury represents a support or a challenge to reckon with during this lifetime.

The above 'algorithm' would apply to any and all planets in the 7th or any other house and is not mercury specific, other than 'association' which is a factor that sages said should be considered because mercury is known by the company it keeps!
