Jupiter gets debilitated in Capricorn but it doesn't mean that it is completely powerless.

Jupiter in Capricorn has some rays.

Strength of a planet is determined by it's rays.

Meaning of Power less
1.Jupiter in the house of Saturn.
2.Always thinking about 12th house,2nd house,4th house,and 6th house.
3.Jupiter in the house of father,and by the knowledge of father,there are not a values.
4.No values of mind or knowledge,if anybody want to do work by his or her mind,then there are not good results.If he or she make works by labor,then there are possible to make some gains.
5.If any body make works for others like helping nature,in back there are more nad more negative results.
5.If any person have bad or unleagal conections with other women or men,the Jupiter destry all name and fame.
6.If Saturn in own house,then Jupiter give good results.
7.If Venus or Mars in 4th house,then this Jupiter start to give high class gains.
8.If Sun in fourth house,then Jupiter make good results.
9.If Sun,in third or fifth house,and Saturn in ninth house,then there are more profits in the works or gold and silver,and that person start to make works of Saturn like Iron etc.then this Jupiter start to make bad results.
10.If Moon in the 2nd house,then person can make good reslts by journey of gavernmental works.
11.If Saturn in 1,4,10, or Moon in 4th,then every help can make results like poison.
12.If Sun in 5th,then in the life mate or partner area,nobody can stay for logn time.

If the aspect of sign dispositer on any debilitated pllanet has to be taken to it's logical conclusion, (In this case, Jupiter in Capricon) then:-
Saturn aspecting the Jupiter is himself debilitated in Aries. If his sign dispositer Mars is placed in Capricon (his exaltation sign) alongwith Jupiter( Guru mangala yoga), aspecting the debilitated saturn, then can we say it completes the debilitation cycle and bestows Raja yoga on the native? What about the results given by debilitated and exalted planets  being retrograde, one of the most discussed topics in astrological circle?

Absolutely!

That is why jyotish classics talk about cancellations of debilities and shadbalas and other balas, not in the same breath!

Often have I heard in this context: But classics are so black and white. They give indications of planets in rashis or bhavas and nakshatras but those indications do not come to effect in individual charts!

I point their attention to the writings of Varahamihira and others where they place very high requirements on Kaun Banegaa Jyotishi? (I am sure you must have heard of that famous Television Show of ancient times? And maybe even might have seen some of the replays when you were at your psychic/clairvoyant best!)

While morality and austerity and purity were very high on the list of requirements, INTELLECT and intellectual discrimination (=common sense!) came high too!

There must have been a 'reason' behind that (no pun intended!)
