If I take this card for me or for someone else, I’ll ready this as:
The person feels free, like to live without big responsibilities, like to join new things, is a funny and easygoing person. Depending on the theme we’re talking about, it means the person has to be more involved with the things he/she’s worried about.

I see him as careless, not watching where he is going, he's about to walk off the cliff. Is the dog warning or going to follow him off the cliff? Will the Fool take someone with him when he goes over the edge? Is someone close to him trying to warn him he's going in the wrong direction? He may be running from his problems as he's carrying the stereotypical 'bag on a stick' often shown with old pictures/drawings of runaways and he has the sun at his back, always the best way to travel. He could just be a person travelling 'light' and possibly in the wrong direction. Maybe he's going on a trip but not prepared well for it, accounting for the use of a small bag instead of something larger. He appears to be carefree, his stance & the way he's holding the white flower (purity, innocence, righteous), ignorant to his surroundings and his immediate danger. He is on the 'high' but ready to fall to the 'low'. Being "brought down a notch". A close companion, represented by the white dog (white, again with the purity, innocence, righteous, trustworthy), is along for the folly. The bag is red, possibly representing passion- a trip involving romance that is doomed to fail. The Fool is blind, ignorant, unaware of the danger of an immediate situation. He is not watching where he is going, possibly day dreaming, as being represented by the pose of his head. Possibly a great fall due to not being aware of one's surroundings. Falling from innocence.

Emotions? I'm not sure- I suppose it would depend on what position the card held in a reading. Whether or not it was good would again depend on it's position. One position might mean it's a forewarning and I would take that as good. Or another position might indicate a bad step already taken that's a negative influence on the here and now.
In short, I suppose it all comes down to what position The Fool was in on what emotions it invokes and whether to take it as good or bad.
