Well, if it calls for 7 cards... then the answer yes. But before you decide to use more than one card for each placement, you need to decide that you will do so whilst shuffling the cards. For clarificaiton cards, you do not need to do that prior 'decision'.
This is almost the same as the Ellipse spread... it is not a bad spread, I have used it a few times myself.
Why do you ask the quesiton about the number of cards?

The Wayang Tarot's Horseshoe spread calls for 21 cards.
