Generally the vibrations are felt throughout the entire physical body (eventually), but the feeling of an electric current is mainly confined to the spinal canal as well as the seven main chakras or psychic energy centres through which the Kundalini energy is moving at that particular time.

Earlier on in the experience leading up to the actual projection of a person's consciousness, the vibrations may start in any part of their body, and either gradually or rapidly spread throughout it as is a characteristic of their own unique psychic make up.

well, i never felt them in one area of my body. always my entire body. and even then, it felt like i didnt even have a body. it really just felt like my consciousness was vibrating. my entire .. me... was vibrating, surging with electric type energy.

as for the love energy i felt. that was triggered in my dream after i kissed some girl i had a crush on, in my dream. then from my mouth radiated that love energy to my entire upper body. including my head. this sort of happened after the electric vibrations. like immediately after.

When the spirit (a much larger energy field than the body) tries to leave or return to the shell (body) it can cause vibrations because of size, shape and effort. This is a common symptom of astral travel as well as spirit communion.
