Your question implies that they are not one and the same? A tarot reader will almost certianly be psychic or develop psychic abilities after working with the cards for any length of time. However, a psychic does not necessarily know or understand how to use tarot unless they spend time learning.

Why not try it and see?

But.... most professional tarot readers nowadays have strict codes of ethics and do not foretell or predict the future, instead they use tarot for guidance and enlightenment and to empower the client

Different strokes, different folks. No two readings would be the same using any tool, or none at all. The idea is that each reader attunes to the individual - bringing important information that may be needed. They do not attune to the same aspect of the individual - and we are certainly made up of many aspects!
