what do the numbers represent on the right side of both of these charts? how significant are they?

If I understand correctly you are just talking about the degrees...
Sun 1.25 means that sun has travelled for 1.25 degress in capricorn sign...
Every Sign is of 30.00 degrees and every planet has got a variable speed of travelling through these signs.
Sun for instance travels at a speed of 1 degree/day , etc
