if i had to choose one of them it would be the master number 22 lol but thats not how it works lol  its more that, a complete chart would be needed to come up with a answer  

in your first set of numbers the 8 and 1 are similar  the seven is the odd ball

in the second set we have a very strong 4 energy with a 22 which is a master number .master numbers within  a persons chart can bring alot of nervous high voltage energy   and then you have the 9  

certain number complement other numbers depending on where in the chart they fall .we also can look at what some call hidden balance numbers which will allow a person to pull from this energy to work out the negative response of one number to another example  1 and a 7 the balance would be the difference being 6

bipolar being seen as extreme highs and extreme lows  .we cant blame this on one number .i think its more a imbalance  within the a persons chart   masters numbers can certainly bring chaos to a person  the numbers 2/11/2o can show lots of emotional problems.any number combination that are toxic to one another can cause issues as well.
then we  have karmic debt numbers that show signs are areas within a person that can lead to difficulties .
so looking at a full chart  is the only clear way.
