Its called rapid eye movement.It is common when the brainwaves are slowing down from alpha to deep theta state.

Recommended .:
you should calm all your thoughts and learn to listen
[not really with the ears though the mind] when you
begin to meditate . Meditation isn't flickering nor on:
A Premise of the Role of the Placid Mind , busied . . .
Try calming all your thoughts and when you actually
meditate your mantra or technique will allow notice :
To A Thought Less Relaxing Pleasant Quiet with on a
Promise to Be Mindful and Thoughtless , the lowering
of the energy which would make your eyes flicker . .
You don't want to , in a practiced opinion , be full with
thought so recognise when you are ready to meditate
and learn to quiet the mind and not be full of energies . The Alpha and Beta collapse of the relaxing mind will calm . OM .
