Namaskaar Radha Kripa das ji,
It is a mantra for Surya (Sun), the giver of light, which helps us to see. The Mantra is from Parashurama Kalpasutra (a treatise on the Worship of the Mother as Sri vidya or Tripura Sundari).
Usually it is used for treating any Eye related afflictions (this is a gross use of the mantra) but it is said to give the initiate with Far sight (Doora drishthi) or the ability to see things even miles away with great clarity. On the subtle level (Sookshma) it is said to give foresight, an invaluable aid for a Jyotishi.
Hence morning time during or just before Sunrise is the best time for this.
There are other Mantras for reciting before doing Jyotish, but they have to be received from a competent Guru. Usually before doing Jyotish study it is advised to repeat the Name ‘Vishnu’ Thrice.
First while touching the Book from which you want to study. Then touch your head and repeat ‘Vishnu’ and lastly touch your heart and again say ‘Vishnu’. The knowledge from the book then will penetrate your heart and will never leave you (even in your future incarnations).
Ganesha is the Patron deity associated with Jyotish and His mantra is different.
