Humm...strange....
I agree that we shall believe in ourself.....but how can we judge ourself....if we go for that....how can we then improve?
I think most will agree that we are disqualified as judges, if we have any near relation to what shall be judged, another question is if we agree upon the result....but that is up to each and one of us to evaluate....and to choose to grow, or stand still.
In the second part of the story it was not asked about judgement, but about improvement, where you need a skill, which isn't always needed to in order to give a good judgement.
To give positive critic (which always have value, because it is followed by an opinion, it is negative critic where you don't give opinions for improvement that is wrong) will almost always have benefit for the receiver, if evaluated...because it might give other views that is easy forgotten or neglected.
