In my opinion, NO.
Aliens are 9 house matter, ruler is Ve in its own sign, so they "mind their bussiness" not others. To control someone I expect to see someon;s ruler on cusp of someone's house, in this chart ruler of aliens, Ve must be on cusp of 10th house to control goverment, but it is not, as we can see. Another important thing is that Moon is VOC, so nothing "will come out of that".
