The best time to ask a question is when you are most worried about it and strongly wish to know the answer. Some clients will try to use astrology to pick the time of the question. Do not do this as it will affect the accuracy of the question. Do your best to totally ignore the state of the Heavens, if you are aware of them!

Also, when the querent has multiple concerns, it can mean that they need to go back and think some more before asking. Horary astrology works on the premise that the question and its answer arise from the same moment. The more important the question is to you, and the more you really hone in on what you need to know before you ask, the better the results will be. John Frawley in The Horary Textbook remarks, “The asking of many unrelated questions suggests that none of them is the real issue. It is better to ask the querent to reflect on what is most important and then ask that.”

If you want someone from forum members to answer your question,  you must post data: date, local  time and place for moment when you ask question  and post degree of ASC of that chart, so every one can know if he/she has right chart infront  of himself when analyse it.

I agree with fensi88 - if I may add - I ask my clients to think of
the area of highest personal risk.
"Will I pass the exam ? "
"Will I buy the blue car or the motorcycle or should I use dangerous public transport ? "
"Should I go to University or get married and have a child first ?"

In all of these questions, the personal risk ( or "pertinent concern"
as the older texts focus on ) is exposed and leads to a definate single answer.

A "yes/no" question is definately the easiest..
"Should I study at university ?"
"Should I attend the party on Wednesday for my friend ? "

But one can nearly as easily answer
"If I go to University will my younger sister do well at school without
my continued tutoring ? Does she need an outside tutor ? "
"Will my mother do better if I get additional qualifications or should
I focus on family needs ? "

Note how in the question about the younger sister there is personal concern
but the attention is on the sister and her potential tutor. This is asking
a question about another and dilutes the answers effectiveness. It
is better for the sister to ask ( if she is 18 or older of course ).
In the mother question again there is a reference away from oneself.
Very personal but focus is on the mother. The mother should ask
not the client for most accurate results. But naturally, this is not
possible in many situations and really just means additional
experience is required on the part of the Horary Practitioner.

Lastly, and most important - ask the question when the sensation
or need for an answer is fully exposed. After serious contemplation
and examination of what you really want to have answered is formed
as well as possible that is the moment. Record the local date, local time
and local place in an easily understood format, unique and unambigous:-

"4th March 1988 at 33 minutes past midnight in Chicago, Illinois"
"6th of August 2008 at 14:22 in Rome Italy"

These are clear and simple and uunique and very acceptable. Problems
occur with the following

"Today at 10:30 in London"

The time is unclear whether 10:30 am or 10:30 pm and date is not clear -
there are many Londons in the world eg UK, Canada etc.,

"June 12 8:15 am France"
No year given and no town - again not unique and unambigous.

The format should always include in client perferred order local
year, local month, local day, local time of day with am or pm  , and
the town or city with country or state. The town and country or state
should lead immediately to an exact lattitude and longitude where
the question was asked. It is useful in places with mixed time
zones like certain parts of the USA or Russia such as Illinois
to include the local time zone.

Many horary practioners will check their readings for accuracy. So if
a question is asked about the client passing an exam ... the
horary practioner will render judgement of the chart but then
try to follow up with the client to ensure the chart was read
accurately and correct judgment given as in did the client actually
pass the exam or fail as judged ?.

If the chart conditions do not change the judgement should be correct.
If the judgement is not correct then the Horary Practioner will use
that chart to refine the appropriate skills.

Finally, as a subsidiary technique it is sometimes of benefit to
get the natal chart of the client. The progressions of the natal chart
can often be of confirming assistance.

But generally one just needs the date, time and place of the question
so nearly all focus is on that side of the issues question.
