Yes. A horary chart reflects the background and outcome of a specific question. I guess in that respect it is predictive, but I think what you're thinking of as predictive astrology (solar arcs, progressions, transits, eclipses and all of that) you're thinking is horary, which it isn't.
Horary will only reflect the future of a specific question and events related to it. Predictive astrology seeks to predict specific events within the lifespan of an individual based off of that individual's nativity.
