Yes, I have this same question. My understanding has always been that the chart was based on the time that the astrologer received the question. Has there been some consensus reached by professional astrologers as to how to deal with this issue in the internet age?

Both times are acceptable.
I prefer to use the time the querent first asked the question, even if it was days before. However, there have been situations where I've been forced to use the chart for when I understood the situation completely (such as when querents give me the 'I couldn't even begin to think of the time' response or when they give me their natal data) and those charts have been just as fine. But, especially in forums like this it's best to use the querent's location and the date and time that their post was posted, this way everyone is on the same page.
Concering the watch. It doesn't really matter. I know that sounds strange, but it doesn't. I sincerely doubt there's one watch out there that is set precisely with the 'Super Global Clock' that seems to keep the time. There was one lost radio horary I did where I forgot to set the chart for DST, but I was able to locate the radio.
You see the chart you're meant to see, or so they say.

The time of question to the astrologer is like the time of birth of the question in the questioners mind.
It is important that at the time of question to the astrologer, the querist should have proper urge and he should ask it with full respect.
This time of question should be followed. This is while giving readings through the Vedic system f horary. I feel that this logic should be universal to all systems of Horary.
