You can only cheat to yourself. If your partner accepts it, you would not be cheating for you are being honest to your partner. If your partner does not accept it and you hide from being discovered you are not being honest to your partner (even when you are honest to yourself) so in that case to be completely honest you should explain to your partner your lack of control and your partner will decide wheter continues o not and if it is important or not. Again, the only cheating (and consequences) occurs to ourselves

In my opinion it is not. But I guess it really all depends on what your personal circumstances are. Some people consider a kiss to be more intimate than actual intercourse. I have even heard some people say that they consider thoughts about another person, cheating. I think the concept of cheating should be limited to the physical act of "love" a.k.a sex. That's just me though.
