The ultimate choice was made by your beggar - to live on the streets.  There are places, people, things that are addressing these issues these days as every major city on North America is suffering the view of the homeless.  Yes, there are issues.  And ultimately it is a large issue.  But somewhere along the line, we all make choices, even these ones.  

Perhaps if you worked with them to understand these issues it would help to define some principles that at the core are true and do work.  Then we would not need to put down those that work for others.

By logical extension, you can also consider cancer patients, victims of terrorism, tsunami, disabled and mentally challenged people, and so on. Did these ppl also have a choice? Let's face it, life sucks and no amount of +ve thinking is gonna change that.

There is no such thing as choice, only chance, which is why suffering cannot be explained away or brushed aside.

You make an error.....you blend two things and sett equals among them

All those things you mentions are life situations.....that is what "fate" throw at us....we have no way we can have an influence on that.

When you get hit by a life situation...then you at least get 2 options...you can say okay I am hit...I can't do anything.....or you might say....okay I am hit....what is the best way for me to change this situation or do it better for me the time I have again.

I agree that victims for crimes...nature catastrophe ... and so on haven't the choice to avoid this thing because that is the will of something else.
But they had the will to be on the place where it occurred.

Your beggar have the option to better his situation....or to stay as he is....many do because that is the easy way...they don't want that challenge...or their self-respect are low.....but you can't say they have no option or choice....there are those who manage to get back on their feet each day.

You, yourself, have also the option to try to find anything positive in your life....work out from that....and soon you will see that your life improve.
