I would interpret this dream in this way.
The house is a symbolic representation of yourself, and the different rooms are reflections of the many different facets of yourself. Most of these rooms are normal, but there is something that you have tucked away, hidden away from the outside world, ie repressed (no windows to the outside world). The ghost is a ghost of your past (Victorian decor is that of the past), an emotional complex triggered by an event that made you feel angry and heartbroken as the ghost. The ghost not wanting you there is actually most likely a symbol of you not wanting to deal with that issue.
You have bottled these emotions up, its not healthy. Look to your past, is there some standout event that produced a strong heartbroken emotion? If you can identify it, you need to let go of that emotion. I have a couple of ideas if you want help with that.

That makes sense, I am not fond of victorian type style but my mother is very fond of it. My childhood was a very heartbreaking time of my life caused by my mother's mental state. Maybe the woman is symbolic of her or the feelings she has caused or the emotions she has. I don't hate her and am a very emotionally health adult now. Maybe it is something to do with that part of my life that I have neglected to face.Thank you very much Rook for your insight.
