Not sure what it could mean. The colour of the birds can bear some relevance. Like black is a colour of protection, and sometimes a good defense means being offensive.
Like I explained once to someone how impessive and amazing it is when I've been hitch hiking how birds manage to keep up with me even when I get rides on the hwy hours long. They explained that it's so if the ride attacks or harms you they smash through the window and peck the driver.
Note nature is rightfully very pissed off with much of civilization so it could be building up to something. Nature just gives everyone plenty of chances to change before doing anything drastic.

The store is a public place, so maybe the black birds pecking their eyes out represents a fear of being watched, maybe something he is uncomfortable saying or doing when others are around? Being several birds, maybe it is related to a relationship or group of friends?

The birds represent an emotional aspect of your son and can represent a particular spiritual concept, an intent/intention or simply a feeling he has. Black birds would suggest a negative, unenlightened feeling or intent.
The store can suggest a situation and mental attitude in which he might put a lot of store, i.e. a lot of value. The people collectively can represent a good idea he has as well as being an aspect of himself and his thinking that can be providing some intensity of thought upon a situation that may seem to be of some value to him.
While rational thinking (the people) might put him in a situation seen a having some value to him, the birds pecking the peoples eyes out can indicate that on an emotional level his intent seems to be to destroy his ability to believe in a situation that may seem to have some value to him. As these are black birds the feeling or intent with which this is being done is not very intelligent.
