Hi Emerald Wings!
First I'd like to address two postings of different dreams within one thread. If you could please copy and paste the other dream into a new thread it will prevent confusion for those interpreting and answering what each dream means for you.
Now on to your dream!
You are chained to your door and you now you "have" to paint on a wall where normally there is a large picture window. The house represents current life, the missing window represent an obstruction of view. The fact that you felt you have to paint would be indicative of an obligation or perhaps a force obligation. In fact you are bound by chains to make sure you don't go anywhere and get the job done. We have weather that is cold and grey and you are painting with the colour black which would suggest a "meh" or a "blah" attitude. Lastly, this tumultuous wind comes and annoys you by flipping your paper and not keeping it steady, pinning you to a wall and as this wind threatens you you try to get inside but the door is locked (restrictions) then it kicks up takes you away and suddenly tosses you out to the forrest. Your intuition told you you needed to get back home.
Based on this dream I would say it has nothing to do with actual painting or your art career, but what I like to call growing pains. In this dream it is obvious and it screams you are a teenager based on the symbols of the dream. What it means is you feel confined, limited, restricted, forced, inconvenienced and your environment is oppressive. I'd say with life in general if you were an adult but at your age, I am leaning more towards it is mom and dad. Been there, done that, wrote the book

Every kid worth his salt has experienced these feelings, mom and dad are unfair, they don't understand and they are being sooooo unreasonable! But then you have this reminder in your dream the wind wins, it is stronger than you and it has its final say by forcefully taking you elsewhere no matter how hard you resist. The winds are the powers that be, the powers that be are your parents or guardians (those who are responsible for and take care of you). But, they do know best and have your best interests at heart; everything they do is for your benefit and to protect you... not because they live to give you a hard time. Certainly not because they don't want you to have fun, but because they were once your age too and they understand all too well the ins and outs of what goes on and they want to keep you safe within reason.
